Washington County Board for the Handicapped is a political subdivision of Washington County created by statute and authorized by statute to contract for services or provide services to people with developmental disabilities. The funding’s purpose is to provide financial assistance to agencies providing eligible services to individuals with developmental disabilities as defined by Missouri statute.
WCBH (Washington County Board for the Handicapped) can fund programs which provide a controlled work environment, or a program designed toward enabling a handicapped person to progress toward normal living or to develop his or her capacity, performance for relationships with other persons, or which provide services related to a place of residence or social centers for eligible persons. Funded programs may be a sheltered workshop as defined in Section 178.900 RSMo, resident facilities, or related services, for the care or employment, or both, of handicapped persons.
Agencies seeking funds should be aware that WCBH funds are limited. WCBH reserves the right to refrain from accepting funding requests as deemed necessary. WCBH may cancel all contracts or funding commitments if their funds are canceled or unavailable. Cancellations may be made without notice a the sole discretion of WCBH.
Agencies desiring to request funding from WCSB40 (WCBH) must complete the 2026 funding request application. The application must be completed in full and received by WCBH by October 1, 2025 at 4 p.m.

When the download begins choose “save link as”. Note on your computer the location where you are saving this file. Once the file is on your computer you can open it. The form is fillable and contains instructions and requested supported documentation which must be submitted along with the application. We suggest you create a folder on your computer entitled “2026 funding packet” or something similar that you will remember. Save the application to that folder.
- Open the application packet document downloaded from this site.
- Complete all fillable fields.
- Gather all requested supporting documents (such as certificate of good standing, financial documents, articles of incorporation, etc) and save them to the same folder.
- Once the application is completed with all requested documents and all are saved in the same folder, right click on that folder and choose “Send to compressed zip folder”. Depending on your version of Windows, you may need to click “show more” after right clicking to see the “send to” option.
- Using your email program, send the zipped folder you created by attaching it to an email and send to WCBH Executive Director, Kimberly Boyer at the email listed in the application form.
- For funding requests to be considered they must be completed in full and sent to the WCBH Executive Director by October 1, 2025 at 4 p.m. Incomplete applications or missing requested documentation could result in your funding request not being considered for funding.
